Smart Card for Sports Federations
As you are aware, in the field of Sports, it has become a common practice on the part of participants of Sports events to forge birth certificates & the occurrence of this practice is on an increase. On account of this age fraud, our Central Government has come out with a directive, (Ref.No. F-32-18/2009-SP-III dated 25-11-2009) which will put a stop to this age fraud for good & it is now mandatory for all National Federations, State & District Associations to religiously abide by this directive. According to the said directive, every Association must insist upon& scrutinize the following documents:

• Date of Birth Certificate
• Medical Certificate ( by the Govt. Hospital approved by Sports Authority of India )

After a thorough scrutiny of the documents, the e-ID Cards will be issued , subject to 100% compliance only. In addition to this, a register is to be maintained which will record the Medical Reports of all Sports persons.

• Sports person's name & surname
• Name & surname of the Sports person's father/ mother/ guardian

• The nature of document submitted by the Sports person as birth date proof

• Permanent address as well as present address with Land line/ mobile number with email ID
• Finger print image of both the hands (for tallying with the biometric fingerprint reading system)

Enrollment software – a summary

• The name, gender, unit name, date of birth, nature of proof of date of birth is registered.
• It is required that the fingerprint of any one finger of both left & right hand be captured & verified by the Biometric system.
• A live photograph will be captured by using web- camera.
• The report of Dope test will be stored as follows: 1- The date 2- Place where the sample was taken 3- Result of the dope test. A total of 25 records can be saved in the chip.
• The achievements/ performance of the Sports person on State/ National / International level will be recorded. A total of 25 records can be saved in the chip.
• Offences, if any, will be recorded. A total of 25 records can be saved in the chip.
• Printed receipt will be issued immediately at the time of NEW REGISTRATION. A printer is needed to be connected to the Laptop.
• New information can be added in the chip by using the option, update chip data from time to time. A Smart Card Reader is needed to be connected to the laptop.
• The data entry of an individual Sports person needs APPROVAL from the Federation/ Association and this process is mandatory. Without the approval, a card can't be printed.
• A provision has been made available to the authority to view the date of birth certificate & the medical reports while approving/ rejecting a profile of an individual sports person.
• A MIS report can be generated regarding the approved profiles & rejected profiles with reason.
• A pre printed receipt can be generated to the affiliated State / Board / District unit containing the fees paid for a particular tournament to the Federation/ Association. e.g. Sports persons' entry fees, yearly affiliation fees, referee exam fees etc.
• A pre printed receipt can be generated for the payments made by the Federation/ Association e.g. Sports person allowances, referee allowances, freight/ travel expenditure incurred.
• The data can be uploaded on to the remote server or can be transferred by way of a CD ROM. Authentication software – a summary.

Features of the software…

• An event can be created by using the option, create event. The dates of the tournament, place & venue & the age categories are to be mentioned for authentication purpose.
• The e-ID Card's contents can be read by this Software & the performance, dope test reports, medical reports, dental test reports can also be read and made known.
• The complete profile of the Sports person can be printed including all the details of the Sports person with his / her colored photograph.
• Before participating in the tournament, the Sports person needs to be authenticated by the BIOMETRIC SYSTEM, by tallying his / her fingerprints. His/her age as on 1 January 2011 will be flashed along with his / her name, surname, representing unit, gender & colored photograph.
• His/her eligibility to participate in the tournament will be displayed. If the sports person is eligible, a green signal (audio visual) will be received and if the eligibility is not valid, a red signal (audio visual) will be received.
• The date of birth certificate submitted during enrollment, medical report, dental test report are made available for verification. A smart card reader is needed to be connected to the laptop.
• The event report for any specific period can be generated which details the as on date event history of the sportsperson.
• The participation report of any particular tournament can be made available which includes the name of the tournament, date & venue, e-ID no. of sportsperson & his / her birth date.
• Suspended/ banned sports persons' ID cards will not be accepted by the Authentication software & a message will be flashed "This Sports person is banned"
